6月3日,西安城(cheng)投集(ji)团副(fu)总(zong)经理徐龙召(zhao)集(ji)集(ji)团工(gong)程管理中心、纪委监察专员办公室、运行安全部及(ji)公交集(ji)团、秦华(hua)燃气集(ji)团等(deng)部室和(he)司属企(qi)业工(gong)程建设(she)负责人,召(zhao)开了工(gong)程项(xiang)目(mu)领域(yu)专项(xiang)治(zhi)理工(gong)作(zuo)警示约谈(tan)和(he)工(gong)程建设(she)项(xiang)目(mu)推进(jin)会。

工(gong)(gong)(gong)(gong)程(cheng)项(xiang)目领域专项(xiang)治(zhi)(zhi)理(li)工(gong)(gong)(gong)(gong)作警示约谈(tan)会总结了2020年8月至今集团工(gong)(gong)(gong)(gong)程(cheng)项(xiang)目领域专项(xiang)治(zhi)(zhi)理(li)工(gong)(gong)(gong)(gong)作取得的(de)成(cheng)果,重(zhong)申了专项(xiang)治(zhi)(zhi)理(li)工(gong)(gong)(gong)(gong)作的(de)目标任务(wu)和工(gong)(gong)(gong)(gong)作重(zhong)点,提出了四点要求。

一是提高政治(zhi)站位。严明政治(zhi)纪(ji)律(lv)和政治(zhi)规矩,深刻汲取典(dian)型违法违规案(an)件教训,扎实(shi)开(kai)展工程项目领域专项治(zhi)理(li)工作,要把此次(ci)专项治(zhi)理(li)工作抓(zhua)好抓(zhua)细抓(zhua)实(shi)。

二是加强组织(zhi)领导。司(si)属各(ge)(ge)企业(ye)要在集团(tuan)工(gong)作(zuo)专(zhuan)班的统一(yi)安排下开展治理工(gong)作(zuo),各(ge)(ge)单位主要领导是第一(yi)责任人,领导班子成员要认真落实“一(yi)岗双责”,带头抓好(hao)自身和(he)分管范围内的专(zhuan)项治理工(gong)作(zuo)。

三是加(jia)强纪检监(jian)(jian)督。强化权力运行(xing)监(jian)(jian)督制(zhi)约,深入推进纪律监(jian)(jian)督、监(jian)(jian)察(cha)监(jian)(jian)督全(quan)覆盖,以法(fa)制(zhi)化、公开化为导向健全(quan)制(zhi)度机(ji)制(zhi),从(cong)源头(tou)上遏制(zhi)违(wei)法(fa)违(wei)规问题(ti)发生,确保工(gong)程项目领域(yu)工(gong)作人员廉洁(jie)(jie)自律,依法(fa)依规开展各项工(gong)作,建设廉洁(jie)(jie)阳光工(gong)程。

四是完善制(zhi)(zhi)度建(jian)设(she)。司属各(ge)单位要严格(ge)按照国家、省、市最新发布(bu)的招投(tou)标(biao)相关(guan)法律法规开(kai)展(zhan)招投(tou)标(biao)工作,同时建(jian)立长效机制(zhi)(zhi),全面履行招标(biao)人主体责(ze)任,依法依规开(kai)展(zhan)招投(tou)标(biao)等各(ge)项工作。

工(gong)程(cheng)建设(she)项(xiang)目推进(jin)会(hui)(hui),传(chuan)达(da)《西(xi)安城投集团(tuan)“提升精(jing)(jing)细(xi)(xi)水平·展示古都风采”城市精(jing)(jing)细(xi)(xi)化管理工(gong)作(zuo)方案(an)》,工(gong)程(cheng)管理中心(xin)对(dui)(dui)集团(tuan)迎十四运精(jing)(jing)细(xi)(xi)化管理工(gong)作(zuo)进(jin)行了安排部署(shu);会(hui)(hui)议(yi)通报集团(tuan)工(gong)程(cheng)建设(she)项(xiang)目1-5月完成(cheng)情况;会(hui)(hui)议(yi)传(chuan)达(da)工(gong)程(cheng)建设(she)领(ling)域安全(quan)(quan)生产工(gong)作(zuo)相(xiang)关会(hui)(hui)议(yi)、文件精(jing)(jing)神,并对(dui)(dui)工(gong)程(cheng)建设(she)安全(quan)(quan)生产下一步(bu)工(gong)作(zuo)进(jin)行安排部署(shu);大(da)数据公(gong)司对(dui)(dui)集团(tuan)建设(she)项(xiang)目信息管理程(cheng)序进(jin)行介绍培(pei)训;工(gong)程(cheng)管理中心(xin)主任强青军(jun)对(dui)(dui)集团(tuan)工(gong)程(cheng)建设(she)项(xiang)目质量、进(jin)度、安全(quan)(quan)施工(gong)、精(jing)(jing)细(xi)(xi)化管理及农(nong)民(min)工(gong)工(gong)资支付保障等工(gong)作(zuo)进(jin)行了安排部署(shu)。

徐龙强(qiang)(qiang)调:一(yi)是(shi)要(yao)(yao)集中(zhong)精(jing)力(li)抓好精(jing)细(xi)化管理(li),全面落实集团精(jing)细(xi)化管理(li)方(fang)案要(yao)(yao)求,加(jia)(jia)强(qiang)(qiang)对已(yi)完(wan)工(gong)(gong)绿(lv)化、道路、油(you)饰等项(xiang)目的管养维护,确保迎十(shi)四(si)运(yun)各(ge)(ge)项(xiang)建(jian)(jian)设(she)任务(wu)提升效果。二是(shi)要(yao)(yao)统筹谋划、系统推(tui)进,做好外贷项(xiang)目、十(shi)四(si)运(yun)项(xiang)目总结收尾及决算工(gong)(gong)作(zuo),确保各(ge)(ge)建(jian)(jian)设(she)项(xiang)目顺(shun)利(li)推(tui)进。三(san)是(shi)要(yao)(yao)加(jia)(jia)快完(wan)善(shan)工(gong)(gong)程建(jian)(jian)设(she)手(shou)续,认真自查迎十(shi)四(si)运(yun)建(jian)(jian)设(she)前期(qi)手(shou)续办理(li)情况,加(jia)(jia)大沟通(tong)协(xie)调力(li)度,确保集团迎十(shi)四(si)运(yun)建(jian)(jian)设(she)项(xiang)目合法合规。四(si)是(shi)要(yao)(yao)加(jia)(jia)强(qiang)(qiang)安全生产管理(li),认真吸取(qu)近(jin)期(qi)安全生产事(shi)故的经验教(jiao)训,加(jia)(jia)大安全隐患自查排查力(li)度,做好安全风险防范工(gong)(gong)作(zuo),杜绝安全事(shi)故发生。
